Techniques for Selecting Maintenance Contractors in the Petroleum and Chemical Industries

Abstract

The purposes of this study were: 1) to study the operation characteristics of Petroleum and Chemical industries, 2) to study techniques for Selecting Maintenance Contractors in the Petroleum and Chemical Industries, 3) to compare the differences in contractor selection techniques classified by the operational characteristics of organizations. The population comprised 924 organizations in the petroleum and chemical industries in Thailand. The sample size was determined using Yamane’s formula (1974), resulting in 280 organizations, with data successfully collected from 125 organizations. Data were gathered through a structured questionnaire consisting of checklist items and rating scales. Descriptive statistics, including frequency, percentage, mean, and standard deviation, were used to analyze the data. Hypothesis testing was performed using independent samples t-test, one-way ANOVA, and Scheffe’s test. The results revealed 1) Most organizations are in the petroleum manufacturing sector, have been operating for more than 10 years, use lump-sum contracts for hiring contractors, Selective Tender bidding as the contractor selection method, and primarily contract mechanical work. 2) The techniques for Selecting Maintenance Contractors are considered highly important. Among the various dimensions, the highest importance is placed on Quality and Reliability of Contractors, followed by Equipment, Technology, and Innovation, Safety and Environment, Cost and Pricing, and Management, respectively. 3) The contractor selection techniques differ according to the operational characteristics of organizations, particularly in terms of years in operation, type of contract, bidding method, and scope of work. Notably, organizations with less than 10 years of operation, lump-sum contracts, apply Selective Tender bidding method, and focus on mechanical work, show significantly different selection approaches This study is beneficial to entrepreneurs in the petroleum and chemical industries, as it helps organizations enhance the efficiency of their contractor selection processes, reduce risks from unqualified contractors and delayed project deliveries, and minimize costs arising beyond the contractual scope.

การศึกษาครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาลักษณะการดำเนินงานขององค์กรในภาคอุตสาหกรรมปิโตรเลียมและเคมีภัณฑ์ 2) เพื่อศึกษาเทคนิคในการเลือกผู้รับเหมาซ่อมบำรุงเครื่องจักรขององค์กร 3) เพื่อเปรียบเทียบความแตกต่างของเทคนิคในการเลือกผู้รับเหมาซ่อมบำรุงเครื่องจักรขององค์กรจำแนกตามลักษณะการดำเนินงานขององค์กร ประชากรที่ใช้ในการวิจัยครั้งนี้ คือ องค์กรในภาคอุตสาหกรรมปิโตรเลียมและเคมีภัณฑ์ในประเทศไทย จำนวนทั้งสิ้น 924 องค์กร โดยคำนวณจำนวนกลุ่มตัวอย่างตามสูตรของ Yamane (1974) ได้ขนาดกลุ่มตัวอย่างทั้งสิ้น 280 องค์กร และ สามารถเก็บข้อมูลได้จริง 125 องค์กร เครื่องมือที่ใช้ในการเก็บข้อมูล ได้แก่แบบสอบถามซึ่งแบ่งออกเป็นแบบตรวจสอบรายการ และแบบมาตราส่วนประมาณค่า สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน สถิติที่ใช้ในการทดสอบสมมติฐาน ได้แก่ การเปรียบเทียบความแตกต่างของค่าเฉลี่ย การวิเคราะห์ความแปรปรวนทางเดียว และ การวิเคราะห์ความแตกต่างของค่าเฉลี่ยเป็นรายคู่ ผลการวิจัยพบว่า 1) องค์กรส่วนใหญ่อยู่ในภาคอุตสาหกรรมการผลิต ปิโตรเลียม ระยะเวลาในการดำเนินกิจการ 10 ปีขึ้นไป รูปแบบสัญญาการว่าจ้างผู้รับเหมาแบบมูลค่างานเหมารวม รูปแบบการคัดเลือกผู้รับเหมาแบบการประมูลแบบจำกัด ขอบเขตการจ้างผู้รับเหมางานเครื่องกล 2) เทคนิคในการเลือกผู้รับเหมาซ่อมบำรุงเครื่องจักรขององค์กรในภาคอุตสาหกรรมปิโตรเลียมและเคมีภัณฑ์ โดยรวม มีระดับความสำคัญอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้านพบว่า องค์กรให้ความสำคัญ ด้านคุณภาพและความน่าเชื่อถือของผู้รับเหมา มากที่สุด รองลงมาได้แก่ ด้านอุปกรณ์เทคโนโลยีและนวัตกรรม ด้านความปลอดภัยและสิ่งแวดล้อม ด้านต้นทุนและราคา และ ด้านการบริหารจัดการ ตามลำดับ 3) ผลการทดสอบสมมติฐาน ลักษณะการดำเนินงานขององค์กรแตกต่างกันส่งผลต่อเทคนิคในการเลือกผู้รับเหมาซ่อมบำรุงเครื่องจักรขององค์กรแตกต่างกัน จำแนกตาม ระยะเวลาการดำเนินกิจการ รูปแบบสัญญาการว่าจ้างผู้รับเหมา รูปแบบการคัดเลือกผู้รับเหมา ขอบเขตการจ้างผู้รับเหมา โดยเฉพาะอย่างยิ่ง ระยะเวลาในการดำเนินกิจการต่ำกว่า 10 ปี รูปแบบสัญญาการว่าจ้างผู้รับเหมาแบบมูลค่างานเหมารวม รูปแบบการคัดเลือกผู้รับเหมาระบบคะแนน ขอบเขตการจ้างผู้รับเหมางานเครื่องกล งานวิจัยนี้เป็นประโยชน์ต่อผู้ประกอบการในภาคอุตสาหกรรมปิโตรเลียมและเคมีภัณฑ์ ช่วยให้องค์กรสามารถพัฒนากระบวนการเลือกผู้รับเหมาได้อย่างมีประสิทธิภาพ ลดความเสี่ยงจากการเลือกผู้รับเหมาที่ไม่มีคุณภาพ ส่งมอบงานล่าช้า และ ช่วยลดต้นทุนที่จะเกิดขึ้นนอกเหนือจากสัญญาการว่าจ้าง
