Study of the Risk in the Road Construction Projects of the Office of Public Works, Bangkok

Abstract

The purposes of this research were to study the level and the priority of risk factors which affect the road construction projects of the Department of Public Works, as well as provide guidelines to prevent the risk of the road construction projects. The research sample of 120 people was divided into 3 groups: 20 design officers, 40 control officers, and 60 contractors. The questionnaire, which was divided into four parts, technical and contractual, economic and financial, project management and external risks and project site conditions, was used to collect quantitative data. Then, the mean, standard deviation, frequency, and one-way ANOVA were used to analyze the data.The results reveal that, firstly, the significance of all four factors are at a moderate level. Secondly, the top five factors affecting delays are the financial liquidity of the contractor, the implementation of land acquisition and land expropriation during construction, the delivery of the area was later than the contract, the late approval and the account of initial average construction price, respectively. Additionally, to prevent future risks, the Office of Public Works should evaluate contractors' financial condition and workload before accepting bids for road construction projects. This will successfully lower the potential risk issues.

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาระดับและลำดับความสำคัญของปัจจัยความเสี่ยงที่ส่งผลกระทบต่อโครงการก่อสร้างถนนของสำนักการโยธา กรุงเทพมหานคร ตลอดจนเสนอแนะแนวทางในการป้องกันปัญหาความเสี่ยงที่ส่งผลกระทบดังกล่าว โดยใช้กลุ่มตัวอย่างจำนวน 120 คน ซึ่งแบ่งออกเป็น 3 กลุ่ม ได้แก่ กลุ่มผู้ออกแบบงานก่อสร้าง จำนวน 20 คน กลุ่มผู้ควบคุมงานก่อสร้าง จำนวน 40 คน และกลุ่มผู้รับเหมางานก่อสร้าง จำนวน 60 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามซึ่งแบ่งออกเป็น 4 ด้าน คือ ด้านด้านเทคนิคและสัญญา ด้านด้านเศรษฐกิจ การเงิน และสังคม ด้านการบริหารโครงการ และด้านความเสี่ยงภายนอกและสภาพพื้นที่โครงการ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว (1-way ANOVA) ผลการวิจัยพบว่า (1) ในภาพรวม ปัจจัยทั้ง 4 ด้าน มีความสำคัญอยู่ในระดับปานกลาง (2) ปัจจัยความเสี่ยงที่ส่งผลกระทบต่อโครงการก่อสร้างถนนที่สำคัญ 5 อันดับแรก ได้แก่ ปัจจัยสภาพคล่องทางการเงินของผู้รับจ้าง ปัจจัยการดำเนินการจัดหาพื้นที่และเวนคืนที่ดินระหว่างก่อสร้าง ปัจจัยการส่งมอบพื้นที่ล่าช้ากว่าสัญญา ปัจจัยการอนุมัติล่าช้า และปัจจัยบัญชีรายละเอียดราคากลางก่อสร้างเริ่มต้น ตามลำดับ (3) แนวทางการป้องกันปัญหาความเสี่ยงในอนาคตนั้น สำนักการโยธา กรุงเทพมหานคร ควรตรวจสอบปริมาณงานที่บริษัทของผู้รับจ้างรับผิดชอบอยู่ และฐานะทางการเงินที่มีการยื่นซองประกวดราคาโครงการ จะสามารถช่วยลดปัญหาความเสี่ยงที่อาจจะเกิดขึ้นได้อย่างมีประสิทธิภาพ
