FACTORS AFFECTING THE DELAYS IN THE CONSTRUCTION OF PHRA KHANONG FIRE AND RESCUE STATION BY THE PUBLIC WORKS DEPARTMENT , BANGKOK

Abstract

The purposes of this research were to study the significant levels and priorities of the factors affecting the delay in the construction of the Phra Khanong fire and rescue station by the Public Works Department , Bangkok , as well as provide guidelines to prevent the delay of the construction in the future. The research sample of 120 people was divided into 3 groups: 20 design officers, 40 control officers, and 60 contractor staff. The questionnaire, which was divided into six parts, i.e., man, money, machinery, materials, construction methods, and other aspects, was used to collect quantitative data. Then, the mean, standard deviation, frequency, and one-way anova were used to analyze the data.The results reveal that, firstly, the significance of the financial factors and the construction procedures are at a high level, and the significance of the personnel, the construction machinery, the other factors in construction, and the construction materials and equipment are at a moderate level. Secondly, the top five factors affecting delays are the lack of liquidity of the contractor, the public utility systems (water, electricity, telephone, and gas pipes) obstructing the work area, the improper schedule planning, the lack of personnel experience and expertise in performing tasks or in construction planning, and the payment to workers not being made according to the schedule. Thirdly, to prevent future delays, the Department of Public Works should develop policies for the systematic payment of work installments and shorten the time it takes to approve disbursements. This affects organizing cooperation with contractors to lessen potential effects.

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาระดับและลำดับความสำคัญของปัจจัยที่ส่งผลกระทบต่อความล่าช้าในงานก่อสร้างสถานีดับเพลิงและกู้ภัยพระโขนงของสำนักการโยธา กรุงเทพมหานคร ตลอดจนเสนอแนะแนวทางในการป้องกันปัญหาความล่าช้าดังกล่าวในอนาคต โดยใช้กลุ่มตัวอย่างจำนวน 120 คน ซึ่งแบ่งออกเป็น 3 กลุ่ม ได้แก่ กลุ่มผู้ออกแบบงานก่อสร้าง จำนวน 20 คน กลุ่มผู้ควบคุมงานก่อสร้าง จำนวน 40 คน และกลุ่มผู้รับเหมางานก่อสร้าง จำนวน 60 คน เครื่องมือที่ใช้ในการรวบรวมข้อมูลเป็นแบบสอบถามซึ่งแบ่งออกเป็น 6 ด้าน คือ ด้านบุคลากร ด้านการเงิน ด้านเครื่องจักรกลในงานก่อสร้าง ด้านวัสดุอุปกรณ์ก่อสร้าง ด้านขั้นตอนวิธีการก่อสร้าง และด้านอื่น ๆ ในงานก่อสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และการวิเคราะห์ความแปรปรวนทางเดียว (one-way anova) ผลการวิจัยพบว่า (1) ปัจจัยด้านการเงินและปัจจัยด้านขั้นตอนวิธีการก่อสร้าง มีความสำคัญในระดับมาก ส่วนปัจจัยด้านบุคลากร ปัจจัยด้านเครื่องจักรกลในงานก่อสร้าง ปัจจัยด้านอื่น ๆ ในงานก่อสร้าง และปัจจัยด้านวัสดุอุปกรณ์ก่อสร้าง มีความสำคัญในระดับปานกลาง (2) ปัจจัยที่ส่งผลกระทบต่อความล่าช้าที่สำคัญ 5 อันดับแรก ได้แก่ การขาดสภาพคล่องทางการเงินของผู้รับจ้าง ระบบสาธารณูปโภค (ประปา ไฟฟ้า โทรศัพท์ ท่อแก๊ส) กีดขวางพื้นที่ทำงาน การวางแผนด้านเวลาทำงานที่ไม่เหมาะสม บุคลากรขาดประสบการณ์และความเชี่ยวชาญในการปฏิบัติงานหรือวางแผนงานก่อสร้าง และการจ่ายเงินคนงานไม่เป็นไปตามกำหนด ตามลำดับ (3) แนวทางการป้องกันปัญหาความล่าช้าในอนาคตนั้น สำนักการโยธา กรุงเทพมหานคร ควรมีการกำหนดแนวทางการจ่ายเงินงวดงานให้เป็นระบบและลดความล่าช้าในการอนุมัติการเบิกจ่ายรวมถึงการวางแผนการทำงานร่วมกันกับผู้รับจ้าง เพื่อลดผลกระทบต่างๆที่อาจเกิดขึ้นได้
