A Study on Problems and Public Satisfaction with Building Permit Applications in Bangkruai Municipality,ฺ Bang kruai District, Nonthaburi Province

Abstract

This research aims to study the problems arising from the enforcement of the Building Control Act B.E. 2522 (1979) on law-abiding citizens and to explore public satisfaction with the building permit process. Additionally, it seeks to improve service quality in various aspects, such as fee rates, service speed, staff performance, and procedural efficiency. This research is a quantitative study using questionnaires to collect and analyze data, aiming to understand issues and gather public feedback on the enforcement of the Building Control Act B.E. 2522. This study is a quantitative research study utilizing questionnaires to collect data and analyze the results in order to understand the problems and suggestions from the public regarding the enforcement of the Building Control Act B.E. 2522 (1979). The sample group consists of 95 members of the public who applied for permits in the Bangkruai Municipality and 10 municipal staff members. The data collection tool used is a questionnaire, and the statistical methods employed for analysis include percentage, mean, and standard deviation. The study's findings indicate that the most prevalent problem arising from the enforcement of the Building Control Act B.E. 2522, categorized by the type of permit requested, is related to building construction permits. Out of the respondents, 55 individuals, representing 57.89%, reported issues regarding this type of permit. The second most common problem pertains to demolition permits, with 23 respondents accounting for 24.22%, followed by building modification permits with 17 respondents or 17.89%. The primary cause of these issues stems from a lack of knowledge and understanding of the legal requirements, such as being unaware of the need to obtain a construction permit or construction without authorization. Therefore, it is essential to improve communication materials to ensure that the public can easily access and clearly understand the information. Additionally, regular training should be provided to state employees regarding the Building Control Act B.E.2522 to enhance their knowledge and understanding, thereby maximizing operational efficiency and increasing public satisfaction.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาปัญหาที่เกิดจากการบังคับใช้พระราชบัญญัติควบคุมอาคาร พ.ศ. 2522 ของประชาชนที่ปฏิบัติตามกฎหมาย และเพื่อสำรวจความพึงพอใจของประชาชนในการขออนุญาตก่อสร้างอาคาร รวมถึงการปรับปรุงคุณภาพการให้บริการในด้านต่างๆ เช่น อัตราค่าธรรมเนียม ความรวดเร็วในการให้บริการ การบริการของเจ้าหน้าที่ และขั้นตอนกระบวนการให้บริการ การวิจัยนี้เป็นการศึกษาเชิงปริมาณโดยใช้แบบสอบถามเพื่อเก็บข้อมูลและวิเคราะห์ผลที่ได้ เพื่อทำความเข้าใจปัญหาและข้อเสนอแนะจากประชาชนเกี่ยวกับการบังคับใช้พระราชบัญญัติควบคุมอาคาร พ.ศ. 2522 การนี้เป็นการศึกษาเชิงปริมาณ (Qualitive Research) โดยใช้แบบสอบถามในการเก็บข้อมูลและวิเคราะห์ผลที่ได้ เพื่อทำความเข้าใจปัญหาและข้อเสนอแนะจากประชาชนเกี่ยวกับการบังคับใช้พระราชบัญญัติควบคุมอาคาร พ.ศ. 2522 โดยกลุ่มตัวอย่างประกอบด้วยประชาชนที่มาขออนุญาตในเขตเทศบาลเมืองบางกรวย จำนวน 95 คน และพนักงานเทศบาลเมืองบางกรวย จำนวน 9 คน เครื่องมือในการเก็บรวบรวมข้อมูลคือแบบสอบถาม (Questionnaire) และใช้สถิติในการวิเคราะห์ ได้แก่ ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) และค่าส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) ผลการศึกษาพบว่า ปัญหาที่เกิดจากการบังคับใช้พระราชบัญญัติควบคุมอาคาร พ.ศ. 2522 แยกตามประเภทการขออนุญาตมีการสรุปว่า ปัญหาที่พบมากที่สุดคือการขออนุญาตก่อสร้างอาคาร ซึ่งมีผู้ตอบแบบสอบถามจำนวน 55 คน คิดเป็นร้อยละ 57.89 รองลงมาคือการขออนุญาตรื้อถอนอาคาร 23 คน คิดเป็นร้อยละ 24.22 และการขออนุญาตดัดแปลงอาคาร 17 คน คิดเป็นร้อยละ 17.89 สาเหตุหลักมาจากการขาดความรู้และความเข้าใจในข้อกำหนดของกฎหมาย เช่น การไม่ทราบว่าต้องขออนุญาตก่อสร้าง หรือการก่อสร้างที่ไม่ได้รับอนุญาต ดังนั้น ควรมีการปรับปรุงสื่อประชาสัมพันธ์ให้ประชาชนสามารถเข้าถึงข้อมูลได้ง่ายและเข้าใจชัดเจน รวมทั้งควรมีการฝึกอบรมให้ความรู้เกี่ยวกับพระราชบัญญัติควบคุมอาคาร พ.ศ. 2522 แก่พนักงานรัฐอย่างสม่ำเสมอ เพื่อเสริมสร้างความรู้และความเข้าใจในการปฏิบัติงานให้มีประสิทธิภาพสูงสุด และเพิ่มความพึงพอใจของประชาชน
