Abstract

The thesis study on management guidelines to increase the performance of the staff of procurement and administration of the supplies of autonomous university has the following objectives: 1. To study the current situation and problems of procurement and administration of the supplies of autonomous university. 2. To study the level of internal control factors of materials, good governance of materials, and efficiency of the staff of procurement and administration of the supplies of autonomous university. 3. To study the level of efficiency of the staff of procurement and administration of the supplies of autonomous university. 4. To study the factors affect the efficiency of procurement and material management of the staff of procurement and administration of the supplies of autonomous university. 5. To study the efficiency factors of procurement and material management that affect the efficiency of the staff of procurement and administration of the supplies of autonomous university. 6. To propose management guidelines to increase the performance of the staff of procurement and administration of the supplies of autonomous university. The sample groups in the qualitative research were assistant to the president, director of the procurement office, director of the administrative division, director of the finance division, director of the procurement division, director of the finance and asset division, and director of the Finance, accounting, and procurement administration bureau, or assigned representatives. Working in autonomous university, 7 people. The sample group in the quantitative research is 400 personnel in the staff of procurement and administration of the supplies of autonomous university. The statistics used in the research are frequency, mean, percentage, standard deviation, and multiple regression analysis. The research results found that: 1. The current situation and problems of procurement and administration of the supplies of autonomous university in overall, it was found that most autonomous university have made efforts to improve the procurement and material management system to be more transparent and efficient, using technology and online systems. However, there are still problems such as delays in the procurement process, complexity of regulations, inadequate material quality control, and lack of flexibility in budget management, resulting in delays in supporting teaching and research. 2. the level of internal control factors of materials, good governance of materials, and efficiency of the staff of procurement and administration of the supplies of autonomous university is at the highest level, with an average of 4.31, good material governance is at the highest level, with an average of 4.20, and efficiency of procurement and material management is at the highest level, with an average of 4.27. 3. The level of efficiency of the staff of procurement and administration of the supplies of autonomous university is at the highest level, with an average of 4.30. 4. the factors of internal control of materials and good governance of materials that affect the efficiency of procurement and material management of the staff of procurement and administration of the supplies of autonomous university, statistically significant at a level less than .01, and the factor of good governance in supplies has a positive effect on the efficiency of procurement and supplies management, with a statistical significance of less than .01. 5. The efficiency factors of procurement and material management that affect the efficiency of the staff of procurement and administration of the supplies of autonomous university, statistically significant at a level less than .01. 6. Management guidelines to increase the performance of the staff of procurement and administration of the supplies of autonomous university found that there are 4 guidelines as follows: 1) Developing the efficiency of modern procurement and supplies management. 2) Developing the efficiency of environmentally friendly procurement and supplies management. 3) Promoting the development of specific skills and knowledge of procurement and supplies management personnel. 4) Determining the policy of controlling the price of procurement and supplies management.

การศึกษาวิทยานิพนธ์ เรื่อง แนวทางการจัดการเพื่อเพิ่มประสิทธิภาพการปฏิบัติงานของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ มีวัตถุประสงค์ 1. เพื่อศึกษาสภาพปัจจุบันและปัญหาการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ 2. เพื่อศึกษาระดับปัจจัยการควบคุมภายในพัสดุ ปัจจัยการกำกับดูแลที่ดีด้านพัสดุ และประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุ ของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ 3. เพื่อศึกษาระดับประสิทธิภาพการปฏิบัติงานของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ 4. เพื่อศึกษาปัจจัยที่ส่งผลต่อประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุ ของบุคลากรด้านการจัดซื้อ จัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ 5. เพื่อศึกษาปัจจัยประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุที่ส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐและ 6. เพื่อเสนอแนวทางการจัดการเพื่อเพิ่มประสิทธิภาพการปฏิบัติงานของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ กลุ่มตัวอย่างในงานวิจัยเชิงคุณภาพ ได้แก่ ผู้ช่วยอธิการบดีผู้อำนวยการสำนักงานพัสดุ ผู้อำนวยการกองบริหาร ผู้อำนวยการกองคลัง ผู้อำนวยการกองงานพัสดุ ผู้อำนวยการกองคลังและทรัพย์สิน ผู้อำนวยการสำนักบริหารการเงิน การบัญชี และการพัสดุ หรือผู้แทนที่ได้รับมอบหมาย ที่ปฏิบัติงานในมหาวิทยาลัยในกำกับของรัฐ จำนวน 7 คน กลุ่มตัวอย่างในงานวิจัยเชิงปริมาณ คือ บุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ จำนวน 400 คน สถิติที่ใช้ในการวิจัยได้แก่ ค่าความถี่ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณ ผลการวิจัย พบว่า 1. สภาพปัจจุบันและปัญหาการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ ภาพรวม พบว่า มหาวิทยาลัยในกำกับของรัฐส่วนใหญ่มีความพยายามปรับปรุงระบบการจัดซื้อจัดจ้างและการบริหารพัสดุให้มีความโปร่งใสและมีประสิทธิภาพมากขึ้น มีการใช้เทคโนโลยีและระบบออนไลน์ อย่างไรก็ตามยังพบว่ามีปัญหา เช่น ปัญหาความล่าช้าในกระบวนการจัดซื้อ ความซับซ้อนของกฎระเบียบ การควบคุมคุณภาพพัสดุไม่ทั่วถึง และการขาดความคล่องตัวในการจัดการงบประมาณ ส่งผลให้เกิดความล่าช้าในการสนับสนุนการเรียนการสอนและงานวิจัย 2. ระดับปัจจัยการควบคุมภายในพัสดุ อยู่ในระดับมากที่สุด ค่าเฉลี่ย 4.31 การกำกับดูแลที่ดีด้านพัสดุ อยู่ในระดับมากที่สุด ค่าเฉลี่ย 4.20 และประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุ อยู่ในระดับมากที่สุด ค่าเฉลี่ย 4.27 3. ระดับประสิทธิภาพการปฏิบัติงานของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุ พบว่า อยู่ในระดับมากที่สุด ค่าเฉลี่ย 4.30 4. ปัจจัยการควบคุมภายในพัสดุส่งผลเชิงบวกต่อประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุ อย่างมีนัยสำคัญทางสถิติที่ระดับน้อยกว่า .01 และปัจจัยการกำกับดูแลที่ดีด้านพัสดุส่งผลเชิงบวกต่อประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุ อย่างมีนัยสำคัญทางสถิติที่ระดับน้อยกว่า .01 5. ปัจจัยประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุส่งผลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุ อย่างมีนัยสำคัญทางสถิติที่ระดับน้อยกว่า .01 6. แนวทางการจัดการเพื่อเพิ่มประสิทธิภาพการปฏิบัติงานของบุคลากรด้านการจัดซื้อจัดจ้างและการบริหารพัสดุของมหาวิทยาลัยในกำกับของรัฐ พบว่า มี 4 แนวทาง ดังนี้ 1) การพัฒนาประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุที่ทันสมัย 2) การพัฒนาประสิทธิภาพการจัดซื้อจัดจ้างและการบริหารพัสดุที่เป็นมิตรกับสิ่งแวดล้อม 3) การส่งเสริมพัฒนาทักษะและความรู้ความสามารถเฉพาะด้านของบุคลากรด้านการจัดซื้อจัดจ้าง และการบริหารพัสดุ 4) การกำหนดนโยบายการควบคุมราคาการจัดซื้อจัดจ้างและการบริหารพัสดุ
